Acclaimed Korean director Kim Ki Duk is a controversial and celebrated filmmaker with a signature style that can only be described as bizarre. Kim's films, like The Isle and Address Unknown, often mix violence and brutality with vulgarity and disturbing themes, capturing an aspect of human nature in way that few filmmakers dare to do, let alone so compellingly. Bad Guy is Kim's most commercially successful film in Korea, but it does not squirm from the controversial elements that set his films apart.
Han Ki (Cho Jae Hyun), the leader of a third-rate gang in a red-light district, sees Son Hwa (Seo Won), a pretty, vivacious college student, on the street, and draws near as if fascinated. When she throws him a glance filled with contempt and disgust, he violently forces a kiss on her. After being beaten up and spit on, Han Ki, filled with seething rage and a bloodthirsty craving for vengeance, spins a diabolical plan to turn the girl into a prostitute. His scheme succeeds, and Han Ki watches Son Hwa rapidly descend into physical and mental degradation through a mirror/window in a secret room next to hers.

창녀가 된 선화의 방 거울은 밀실의 유리와 연결되어 있다. 한기는 밀실을 통해 매일밤 서서히 창녀로 변해가는 선화를 지켜본다. 치욕과 공포에 찌들어가는 선화를 지켜보면서 한기는 이전에 겪어보지 못한 자괴감을 느낀다. 선화는 그녀를 좋아하는 한기의 부하 명수에게 한기의 계략에 대해 듣게 되고, 명수를 이용해 창녀촌을 탈출할 기회를 얻는다. 그러나 결국 한기에게 잡혀 창녀촌으로 끌려온다.
창녀촌의 일상에 젖은 선화가 자신의 주위를 맴도는 한기를 밀어내지도 받아들이지도 못하고 있을 즈음 한기는 숙적인 달수파의 공격을 받는다. 한기의 부하인 정태는 달수를 죽이지만 한기가 대신 사형 선고를 받는다. 뜻밖에도 선화는 한기에게 죽어서는 안된다고 절규하고, 이것을 본 정태가 자수하는 바람에 한기는 감옥에서 풀려난다.
