The country just took a significant step toward unplugging the Big Media by gift-wrapping major newspapers an entry into the television business. It bears further watching how the new cable television stations will compete in what is already a cut-throat broadcasting scene, although it's assured that Darwinism will be ruthlessly in action in the media market in 2011.
The Chosun Ilbo, JoongAng Ilbo and Dong-A Ilbo, the country's three biggest dailies, and Maeil Economic Daily, the leading business newspaper, landed the licenses for "comprehensive programming" channels, which will produce and broadcast original news content as well as entertainment, sports and documentary programs.
Yonhap News, the state-run wire agency, edged four other rivals for the rights to operate a news-only channel to complement YTN. Maeil Economic Daily will retire MBN, its existing cable news channel, as regulators won't permit the newspaper to hold both comprehensive and news-only channels.

The country's major newspapers became winners, Friday, of an intense contest over the licenses to operate new cable television stations, an essential part of the Lee Myung-bak government's aspirations to deregulate the media industry.
The Chosun Ilbo, JoongAng Ilbo and Dong-A Ilbo, Korea's three biggest dailies, and the Maeil Economic Daily, a leading local business newspaper, landed the rights to operate "comprehensive programming" channels, which are to provide original news content on top of entertainment programs, sports broadcasts and documentaries.
Yonhap News, the state-run wire agency, edged four competitors to acquire a license to operate a news-only channel to complement YTN. The Maeil Economic Daily will soon retire MBN, its existing cable news channel, as regulators won't allow the group to operate it along with its new comprehensive programming channel.
The five new cable channels are expected to debut sometime during the latter half of this year.
The Korea Economic Daily and cable industry heavyweight Taekwang Group were the other companies that had been in contention for comprehensive programming channels, while Herald Media, Money Today, Seoul Newspaper and CBS had been in play for the news-only channels.

4 newspapers in all-or-nothing fight for cable channel licenses to secure next business model

President Lee Myung-bak is aiming for a drastic change in the current mass media structure in two ways ― the creation of mega-media groups encompassing newspapers and television channels and the privatization of KBS and MBC.
For whatever reason Lee is determined and one of the most considerable changes is on the horizon ― picking winners among the established newspaper companies to establish two new "comprehensive" TV channels.
Although there are pros and cons regarding the profitability of such new channels, three big newspapers ― Chosun, Joongang and Donga all controlled by a major stakeholder ― as well as Maeil Business Daily hope that this opportunity will provide them with a new business model that will take them beyond what is widely seen as the impending demise of print news media.
The government has been pushing an ambitious plan to deregulate the media industry during the past two years, eliminating the traditional ban on media cross-ownership, which prevented a single company from owning both a newspaper and a television station.
The ownership restrictions involving television stations were eased to lure bigger companies to invest in the broadcasting sector. Previously, only companies with less than 3 trillion won (about $2.6 billion) in assets were able to own television news channels, but the revision of the broadcasting law last year raised the ceiling to 10 trillion won.
Critics are concerned that the compromised diversity in media ownership could hurt discourse, especially when they see the line between profit and reporting becoming blurry at traditional news organizations in a tightening advertising market.
In response, government officials maintain that deregulation is critical for the growth of the media industry and to enable the creation of globally-competitive companies that could hold their own against the likes of Disney and Fox.
But it doesn't appear that Korea will be getting its own Rupert Murdoch anytime soon, as the country's corporate heavyweights don't seem convinced that a full-blown television operation could turn into a golden goose.

Lawmakers criticized public broadcaster KTV over its lack of popular appeal, Monday, saying that tens of millions of dollars are wasted by the state policy promotion agency.
The viewer rating of the 10 year-old channel in 2008 stood at a mere 0.069 percent, much lower than the industry average of 0.161 percent, according to independent lawmaker Song Hun-suk.
"Taxpayers' precious money has been poured into the station. Yet, its outcome has been completely devastating", Song said.
"KTV, whose operating costs reached 20.2 billion won ($17.2 million) last year, must improve its management and broaden its appeal to the public".
Rep. Han Sun-kyo of the governing Grand National Party also criticized KTV for its poor rating, saying the station does not have its own identity or appealing shows.
